Section 3902(c) of title 31, United States Code, is amended by adding at the end the following: In the case of payments due from the Department of Defense, paragraph
(1)shall be applied by substituting $20.00 for $1.00 . . The amendment made by subsection
(a)shall apply to payments that first become due from the Department of Defense after the date of the enactment of this Act.
