Section 406 of title 39, United States Code, is amended by adding at the end the following new subsection: The Secretary of Defense may authorize the use of Armed Forces post offices in overseas locations by United States citizens who are employed by the North Atlantic Treaty Organization when such citizens perform functions in support of the Armed Forces of the United States and when the Secretary makes a written determination that it is in the best interests of the Department of Defense and that such a grant is otherwise authorized by applicable host nation law or agreement.
No funds may be obligated or expended to establish, maintain, or expand an Armed Forces post office for this purpose. .
