In this Act, the term Maduro regime means any ministry, agency, political subdivision, or instrumentality of the Government of Venezuela, including the Central Bank of Venezuela and Petróleos de Venezuela, S.A., any branch of the Venezuelan armed forces, and any person owned or controlled by, or acting for or on behalf of, the Government of Venezuela that remain under the control of Nicolás Maduro or the subsequent control of a person that comes to power through any means other than— a free, fair, and transparent democratic election that is monitored by credible international observers; or the appointment by Venezuela’s democratically elected National Assembly of an Interim President with a mandate to convene elections described in paragraph (1); and a negotiation process described in section 103.
