Sec. 301. Classified report on declining cohesion inside the Venezuelan military and the Maduro regime

Not later than 30 days after the date of the enactment of this Act, the Secretary of State, acting through the Bureau of Intelligence and Research, and in coordination with the Director of National Intelligence, shall submit a classified report to the appropriate congressional committees that assesses the declining cohesion inside the Venezuelan military and security forces and the Maduro regime. The report submitted under subsection
(a)shall— identify senior members of the Venezuelan military and the Maduro regime, including generals, admirals, cabinet ministers, deputy cabinet ministers, and the heads of intelligence agencies, whose loyalty to Nicolás Maduro is declining; describe the factors that would accelerate the decision making of individuals identified in paragraph (1)— to break with the Maduro regime; and to recognize the Interim President of Venezuela and his government; and assess and detail the massive number of desertions and defections that have occurred at the officer and enlisted levels inside the Venezuelan military and security forces. In this section, the term appropriate congressional committees means— the Committee on Foreign Relations of the Senate ; the Select Committee on Intelligence of the Senate ; the Committee on Foreign Affairs of the House of Representatives ; and the Permanent Select Committee on Intelligence of the House of Representatives .
