In this Act: The term consumer reporting agency has the meaning given in section 603 of the Fair Credit Reporting Act ( 15 U.S.C. 1681a ). The term covered individual means— an employee of the Federal Government furloughed or excepted from such furlough during any shutdown; a Federal contractor who, during any shutdown, is not receiving pay by reason of such shutdown; and an owner or employee of a small business concern (as defined under section 3 of the Small Business Act ( 15 U.S.C. 632 )) that is located within a reasonable distance of a building owned or rented by the Federal Government, as determined by the Bureau of Consumer Financial Protection.
The term shutdown means any lapse in appropriations that begins on or after December 22, 2018.
