The Secretary shall review at least annually each eligible entity receiving a grant under this Act to determine the extent to which the eligible entity may not be in compliance with the provisions of this Act and the regulations issued under this Act. The Secretary shall consult the Advisory Board as needed for uncertain cases. The Secretary shall also establish a process for the Advisory Board to submit instances of suspected noncompliance for programs supported by these funds, and the Secretary shall review any grant that is submitted by the Advisory Board for suspected noncompliance not later than 60 days after the Advisory Board submits a program for review by the Secretary, and the Secretary shall notify the grantee of potential noncompliance.
