Not later than one year after the date of enactment of this section, the Secretary shall establish a program to provide grants and technical assistance to individuals or businesses to facilitate the replacement of energy-inefficient mobile homes with highly efficient zero-energy modular homes. There are authorized to be appropriated to carry out this section $2,500,000,000 for each of fiscal years 2021 through 2025, to remain available until expended.
