In this Act, the term Lavender Scare means any policy or action implemented by the Department of State between January 1, 1950, and January 1, 1994, whether formal or informal, that led to the termination of Department employees or perpetuated discrimination against any such employees on the basis of sexual orientation, whether real or perceived.
