It is the policy of the United States— to expand United States engagement in the Western Hemisphere through economic and public diplomacy that strengthens political and economic relations, reinforces shared democratic values, and facilitates economic development in the Western Hemisphere; and to promote United States economic prosperity through increased engagement with Latin America and the Caribbean.
