Section 3(1) of the Coastal Barrier Resources Act ( 16 U.S.C. 3502(1) ) is amended— by striking means and inserting includes ; in subparagraph (A), by inserting bluff, after barrier spit, ; and in subparagraph (B), by inserting including areas that are and will be vulnerable to coastal hazards, such as flooding, storm surge, wind, erosion, and sea level rise after nearshore waters .
