It is the sense of Congress that— American wild-caught seafood is integral to the nation’s food supply and to American food security; the seafood supply chain is often long and complex; American caught and American-processed seafood can be a sustainable healthy source of protein and micronutrients; fresh, frozen, dried, and canned domestic seafood can be produced, processed, and transported in a manner that has a low carbon footprint; marine species that are small, at lower trophic levels, and pelagic typically have the smallest carbon footprint; and therefore, any executive agency that purchases seafood products should, to the extent practicable, buy local American-caught or American-harvested and American-processed seafood products from fisheries that are not overfished or experiencing overfishing in order to reduce the greenhouse gas emissions associated with the supply chain of seafood products.
