The Secretary of the Interior shall seek to permit— not less than 12.5 gigawatts of offshore wind energy production on the Outer Continental Shelf by January 1, 2025; and not less than 25 gigawatts of offshore wind energy production on the Outer Continental Shelf by January 1, 2030. The Secretary of the Interior shall report to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate beginning in December 2020 and each year thereafter on the Secretary’s progress in meeting the targets described in subsection (a).
