The purpose of this Act is to structure means-tested welfare programs so that— welfare programs work in an integrated manner and provide social workers with the tools to assist people holistically; welfare programs work together in a streamlined and comprehensible manner, and, over time, individuals on such programs will earn enough income on their own to transition off of means-tested welfare programs; and means-tested welfare programs increase employment, encourage healthy families and further educational attainment so that households maintain an income above the poverty level without services and benefits from the Federal Government.
