It is the sense of Congress that a qualified entity conducting a demonstration project under the Assets for Independence Act ( 42 U.S.C. 604 note) should, to the maximum extent practicable, increase— the rate at which the entity matches contributions by individuals participating in the project under section 410(a)(1) of such Act; or the number of individuals participating in the project.
