Section 24321 of title 49, United States Code, is amended— by striking subsection (d); and by redesignating subsection
(e)as subsection (d). Section 502(b)(3) of the Railroad Revitalization and Regulatory Reform Act of 1976 (45 U.S.C. 822(b)(3)) is amended by striking September 30, 2020 and inserting September 30, 2021 .
