Section 3733(a) of title 38, United States Code, is amended by adding at the end the following new paragraph: During the period that begins on October 1, 2020, and ends on September 30, 2025, the Secretary shall carry out the provisions of this subsection as if— the references in the first sentence of paragraph
(1)to 65 percent and may be financed by a loan were references to 85 percent and shall be of property marketed with financing to be , respectively; the second sentence of paragraph
(1)were repealed; and the reference in paragraph
(2)to September 30, 1990, were a reference to September 30, 2025, . .
