Notwithstanding section 101, section 529 of division A of Public Law 116–94 shall be applied by substituting $1,150,000,000 for $3,169,819,000 and by substituting section 2104(a)(24) for section 2104(a)(23) . Notwithstanding section 101, section 530 of division A of Public Law 116–94 shall be applied by substituting $11,005,661,000 for $6,093,181,000 .
