Title VII of the Homeland Security Act of 2002, as amended by this title, is further amended by adding at the end the following new section: For each fiscal year until fiscal year 2023, the Secretary of Homeland Security shall provide to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate, together with the annual budget request for the Department, information on— any circumstance during the year covered by the report in which the Secretary exercised the authority to reprogram or transfer funds to address unforeseen costs, including costs associated with operational surges; and any circumstance in which any limitation on the transfer or reprogramming of funds affected the ability of the Secretary to address such unforeseen costs. .
The table of contents in section 1(b) of such Act is further amended by inserting after the item relating to section 712, as added by this title, the following new item: Sec. 713. Annual submission to Congress of information on reprogramming or transfers of funds to respond to operational surges. .
