The Secretary of Agriculture and the Secretary of the Interior (referred to in this section as the Secretaries ) shall establish a center to train individuals in prescribed fire methods and other methods relevant to the mitigation of wildfire risk (referred to in this section as the center ). The center shall be located in any State the entirety of which is located west of the 100th meridian. The Secretaries shall consult with the Joint Fire Science Program to solicit and evaluate proposals for the location of the center. Not later than 1 year after the date of enactment of this Act, based on the consultation under paragraph (2), the Secretaries shall select a location for the center.
