Subtitle C of title II of the Help America Vote Act of 2002 ( 52 U.S.C. 20981 et seq.) is amended by adding at the end the following new section: The Commission shall establish and operate a program to provide a certification in election administration or election cybersecurity to election officials and their employees who meet standards and criteria established by the Commission. The Commission may carry out the program under this section in partnership with qualified entities, including institutions of higher education (as defined under section 101 of the Higher Education Act of 1965 ( 20 U.S.C. 1001 )) and nonprofit and for-profit organizations with expertise in election administration and election cybersecurity.
There are authorized to be appropriated to carry out this section— $1,000,000 for fiscal year 2021; and such sums as may be necessary for fiscal years 2022 through 2028. . The table of contents of such Act is amended by adding at the end of the items relating to subtitle C of title II the following: Sec. 248. Certification program in election administration or cybersecurity. .
