Of funds made available by section 8102 of the Department of Defense Appropriations Act, 2014 (division C of Public Law 113–76 ) that remain unobligated as of the date of the enactment of this Act, up to $13,000,000 shall be available for grants, cooperative agreements, and to supplement other Federal funds for the following authorized purposes: public healthcare professionals and public health laboratory staff; laboratory and medical equipment; and medical supplies: Provided , That the Secretary of Defense shall, not less than 15 days prior to obligating funds made available for such purposes, notify the congressional defense committees in writing of the details of any such obligation.
