None of the funds made available by this Act may be used to grant a hydropower license in contravention of the requirement for a licensee to conform to the rules and regulations of the Federal Energy Regulatory Commission for the protection of life, health, and property under section 10(c) of the Federal Power Act ( 16 U.S.C. 803(c) ).
