Of the unobligated balances available under the heading Economic Support Fund , from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $45,000,000 are rescinded. Of the unobligated balances available under the heading International Narcotics Control and Law Enforcement , from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $30,000,000 are rescinded. For the purposes of this section, no amounts may be rescinded from amounts that were designated by Congress as an emergency requirement or for Overseas Contingency Operations/Global War on Terrorism pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
