Notwithstanding section 102 of the Water Resources Development Act of 1986 ( 33 U.S.C. 2212 ), 35 percent of the costs of construction of any project for navigation on the inland waterways shall be paid from amounts appropriated from the Inland Waterways Trust Fund— during each of fiscal years 2021 through 2027; and for a project the construction of which is initiated during such period, in each fiscal year until such construction is complete. In selecting projects described in subsection
(a)for which to initiate construction during any of fiscal years 2021 through 2027, the Secretary shall prioritize projects that are included in the most recent 20-year program for making capital investments developed under section 302(d) of the Water Resources Development Act of 1986 ( 33 U.S.C. 2251(d) ).
