The Secretary shall conduct an assessment of the water resources needs of the Upper Mississippi River under section 729 of the Water Resources Development Act of 1986 ( 33 U.S.C. 2267a ). The Secretary shall carry out the assessment under subsection
(a)in accordance with the requirements in section 1206(b) of Water Resources Development Act of 2016 (130 Stat. 1686).
