No later than 18 months after the date of enactment of this Act, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report that contains— an inventory of all recreational infrastructure and facilities associated with water resources development projects; an assessment of the annual operation and maintenance needs associated with such infrastructure and facilities; an assessment of deferred operation and maintenance needs for such infrastructure and facilities to operate safely at full capacity; and an assessment of the economic benefits of recreation to local and regional economies and benefits of sustaining and improving public access at recreational infrastructure and facilities.
