Subtitle E of title IX of the Energy Policy Act of 2005 is further amended by adding at the end the following: The Secretary of Energy shall establish a program, to be known as the University Zero-Emission Energy Leadership Program . Amounts made available to carry out the University Zero-Emission Energy Leadership Program— shall be used to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education in areas relevant to departmental missions in research, development, demonstration, and deployment activities for zero-emission technologies; may be used to provide financial assistance to businesses to offset the costs of a partnership with, or investments in, institutions of higher education in areas relevant to departmental missions in research, development, demonstration, and deployment activities for zero-emission technologies; and may be used to provide financial assistance for a scholarship, fellowship, or multiyear research and development project that does not align directly with a departmental mission, if the activity for which assistance is provided promotes a zero-emission energy transition. .
The table of contents for the Energy Policy Act of 2005 is further amended by adding after the item relating to section 959B the following: Sec. 959C. University Zero-Emission Energy Leadership Program. . The Energy and Water Development and Related Agencies Appropriations Act, 2009 is amended by striking section 313.
