In this Act: The term appropriate congressional committees means the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives . The terms information and communications technology and ICT include hardware, software, and other products or services primarily intended to fulfill or enable the function of information processing and communication by electronic means, including transmission and display, including via the Internet. The term Executive agency has the meaning given the term in section 105 of title 5, United States Code.
