Section 210A(d) of the Agricultural Marketing Act of 1946 ( 7 U.S.C. 1627c(d) ) is amended by adding at the end the following: The Secretary may make payments to entities eligible to receive a grant under this paragraph
(5)or
(6)who submit to the Secretary an application at such time, in such manner, and containing— a description of how the applicant’s business has been impacted by COVID–19; a narrative explaining how the applicant proposes to use such payments to expand the capacity of their sales in order to properly package and sell agricultural products to consumers either through grocery stores or direct sale; and such other information as the Secretary may require. A payment under this paragraph shall not be subject to the limitations specified under subparagraphs
(D)and
(E)of paragraphs
(5)and (6). Chapter 83 of title 41, United States Code, shall apply with respect to purchases made using payments received under this paragraph. . Section 210A(i)(3)(A) of the Agricultural Marketing Act of 1946 ( 7 U.S.C. 1627c(i)(3)(A) ) is amended by adding at the end the following: There are authorized to be appropriated, in addition to the amounts made available under paragraph (2), to provide payments under subsection (d)(7)— $20,000,000 for payments to entities eligible to receive a grant under subsection (d)(5); and $14,000,000 for payments to entities eligible to receive a grant under subsection (d)(6). .
