Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in consultation with the Attorney General, the Secretary of Defense, and the Director of National Intelligence, shall compile and publish in the Federal Register a list of foreign talent recruitment programs of the People’s Republic of China. Not less frequently than annually, the Secretary of State shall— review and revise the list compiled under subsection (a); and publish the revised list in the Federal Register.
