Not later than September 30, 2020, the remaining unobligated balances of funds made available through September 30, 2020, under the heading National Institutes of Health in the Further Consolidated Appropriations Act, 2020 ( Public Law 116–94 ) are hereby permanently rescinded, and an amount of additional new budget authority equivalent to the amount rescinded from each account is hereby appropriated to that account, to remain available until September 30, 2021, and shall be available for the same purposes, in addition to other funds as may be available for such purposes, and under the same authorities for which the funds were originally provided in Public Law 116–94 : , That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
