For an additional amount for Department of the Treasury—Departmental Offices—Coronavirus Relief Fund , an amount equal to— $1,250,000,000; less the amount allocated for the District of Columbia pursuant to section 601(c)(6) of the Social Security Act: , That such amounts shall only be available for making a payment to the District of Columbia, and shall be in addition to any other funds available for such purpose: Provided , That the Secretary of the Treasury shall pay all amounts provided by this section directly to the District of Columbia not less than 5 days after the date of enactment of this Act:
Provided further , That the District of Columbia shall use such amounts only to cover costs or replace foregone revenues stemming from the public health emergency with respect to the Coronavirus Disease (COVID–19): Provided further , That such amount is designated by Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
