Chapter 141 of title 10, United States Code, is amended by inserting after section 2410s the following new section: The Secretary of Defense, the Secretary of a military department (as defined in section 102 of title 5), or the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, may enter into a contract, for a period that begins in one fiscal year and ends in the next fiscal year (without regard to any option to extend the period of the contract), to procure marketing and advertising services.
Funds made available in one fiscal year may be obligated or expended in the next fiscal year for a contract entered into under subsection (a). . The table of sections at the beginning of chapter 141 of such title is amended by inserting after the item relating to section 2410s the following new item: 2410t.
