None of the funds authorized to be appropriated by this Act may be used to reduce the total number of members of the Armed Forces serving on active duty who are deployed to South Korea below 28,500 until 180 days after the date on which the Secretary of Defense certifies to the congressional defense committees the following: Such a reduction is in the national security interest of the United States and will not significantly undermine the security of United States allies in the region.
Such a reduction is commensurate with a reduction in the threat posed to the United States and its allies in the region by the Democratic People’s Republic of Korea. Following such a reduction, the Republic of Korea would be capable of deterring a conflict on the Korean Peninsula. The Secretary has appropriately consulted with allies of the United States, including South Korea and Japan, regarding such a reduction.
