It is the sense of Congress that— the Peshmerga of the Kurdistan Region of Iraq have made, and continue to make, significant contributions to the security of Northern Iraq, by defending nearly 650 miles of critical terrain, to degrade, dismantle, and ultimately defeat the Islamic State of Iraq and Syria
(ISIS)in Iraq as a partner in Operation Inherent Resolve; although ISIS has been severely degraded, their ideology and combatants still linger and pose a threat of resurgence if regional security is not sustained; a strong Peshmerga and Kurdistan Regional Government is critical to maintaining a stable and tolerant Iraq in which all faiths, sects, and ethnicities are afforded equal protection under the law and full integration into the Government and society of Iraq; continued security assistance, as appropriate, to the Ministry of Peshmerga Affairs of the Kurdistan Region of Iraq in support of counter-ISIS operations, in coordination with the Government of Iraq, is critical to United States national security interests; and continued United States support to the Peshmerga, coupled with security sector reform in the region, will enable them to more effectively partner with other elements of the Iraqi Security Forces, the United States, and other coalition members to consolidate gains, hold territory, and protect infrastructure from ISIS and its affiliates in an effort to deal a lasting defeat to ISIS and prevent its reemergence in Iraq.
