Sec. 1108. Expansion of authority for appointment of recently-retired members of the armed forces to positions at certain industrial base facilities

Subsection
(b)of section 3326 of title 5, United States Code, is amended— in paragraph (1), by striking or at the end; in paragraph (2), by striking the period at the end and inserting ; or ; and by adding at the end the following: the proposed appointment is to a position in the competitive service— at any industrial base facility (as that term is defined in section 2208(u)(3) of title 10) that is part of the core logistics capabilities (as described in section 2464(a) of such title); and that has been certified by the Secretary concerned as lacking sufficient numbers of qualified applicants. . Such section 3326 is further amended by adding at the end the following: The authority to make a certification described in subsection (b)(3) may not be delegated to an individual with a grade lower than colonel, or captain in the Navy, or an inriviaul with an equivalent civilian grade. . It is the sense of Congress that the amendments made by subsections
(a)and
(b)shall supplement, and not provide any exception to, the competitive hiring process for the Federal civil service.
