It is the sense of Congress that, consistent with any determinations made pursuant to section 101 of the Defense Production Act of 1950 ( 50 U.S.C. 4511 ), the refining of aluminum and the development of processing and manufacturing capabilities for aluminum, including a geographically diverse set of such capabilities, may have important implications for the defense industrial base and the national defense. Not later than September 30, 2021, the Secretary of Defense shall submit to the appropriate congressional committees a report on— how authorities under the Defense Production Act of 1950 ( 50 U.S.C. 4501 et seq.) could be used to provide incentives to increase activities relating to refining aluminum and the development of processing and manufacturing capabilities for aluminum; and whether a new initiative would further the development of such processing and manufacturing capabilities for aluminum.
In this section: The term appropriate congressional committees means— the Committees on Armed Services of the Senate and the House of Representatives; and the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate. The term national defense shall have the same meaning as such term under section 702 of the Defense Production Act of 1950 (50 U.S. C. 4552).
