Sec. 576. Plans to increase female and minority representation in the Armed Forces

The Secretary of Defense and each Secretary of a military department shall develop plans to increase, with respect to female and minority members of the Armed Forces and cadets or midshipmen under the jurisdiction of that Secretary, the following: Recruitment. Retention. Representation in grades above E–7. Each plan developed under this section shall include clearly defined goals, performance measures, and timeframes. A goal under subsection
(b)shall be to exceed, by not less than 100 percent, the rate at which the number of members described in subsection (a)(3) increased during the 5 years immediately preceding the date of the enactment of this Act. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense and each Secretary of a military department shall submit to the committees on Armed Services of the Senate and the House of Representatives a copy of each plan developed under this section by that Secretary. Three months after submitting a plan under subsection
(d)and quarterly thereafter for 5 years, the Secretary of Defense and each Secretary of a military department shall submit to the committees on Armed Services of the Senate and the House of Representatives a report indicating the number of female and minority members in grades above E–7 in each Armed Force under the jurisdiction of that Secretary.
