Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 2021 for the activities of the National Nuclear Security Administration in carrying out programs as specified in the funding table in section 4701. From funds referred to in subsection
(a)that are available for carrying out plant projects, the Secretary of Energy may carry out new plant projects for the National Nuclear Security Administration as follows: Project 21–D–510, High Explosive Synthesis, Formulation, and Production facility, Pantex Plant, Amarillo, Texas, $177,395,000. Project 21–D–511, Savannah River Plutonium Processing Facility, Savannah River Site, Aiken, South Carolina, $241,896,000. Project 21–D–512, Plutonium Pit Production Project, Los Alamos National Laboratory, Los Alamos, New Mexico, $116,900,000 for planning and design and $79,100,000 for construction. Project 21–D–530, Steam and Condensate Upgrade, Knolls Atomic Power Laboratory, Schenectady, New York, $50,200,000. General Purpose Project, TA–15 Dual-Axis Radiographic Hydrodynamic Test facility, Hydro Vessel Repair facility, Los Alamos National Laboratory, Los Alamos, New Mexico, $16,491,000. General Purpose Project, U1a.03 Test Bed Facility Improvements, Nevada National Security Site, Mercury, Nevada, $16,000,000.
