The Comptroller General of the United States shall conduct a study on the school to prison pipeline in order to— highlight this issue; offer proof of concept to States that evidence-based interventions, such as restorative practices, are— more effective than punitive, exclusionary measures; improve student achievement; and enhance public safety and student-well-being; and determine the long-term benefits of replacing a punitive approach to discipline with restorative practices in schools, by analyzing the potential savings generated by helping children stay in school and out of the criminal justice system. The study conducted under subsection
(a)shall include a cost-benefit analysis to determine the effectiveness and impact of school resource officers and local law enforcement personnel on school climate and student discipline. Upon the conclusion of the study under subsection (a), the Comptroller General of the United States shall prepare and submit to Congress a report regarding the study and the conclusions and recommendations generated from the study.
