Sec. 1673. Report on consideration of risks of inadvertent escalation to nuclear war

Not later than January 31, 2021, the Under Secretary of Defense for Policy shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report— detailing the efforts of the Department of Defense with respect to developing and implementing guidance to ensure that the risks of inadvertent escalation to a nuclear war are considered within the decision-making processes of the Department regarding relevant activities (such as developing contingency plans, managing military crises and conflicts, and supporting the Department of State in the development, negotiation, and implementation of cooperative risk-reduction measures); and identifying the capabilities and factors taken into account in developing such guidance.
The report under subsection
(a)shall be submitted in unclassified form, but may include a classified annex. Not later than December 1, 2020, the Under Secretary shall provide to the Committees on Armed Services of the House of Representatives and the Senate a briefing on the progress and findings made in carrying out subsection (a).
