Sec. 1614. Report on risk to national security posed by quantum computing technologies

Not later than December 31, 2021, the Secretary of Defense shall submit to the congressional defense committees a report containing an assessment of the current and potential threats and risks posed by quantum computing technologies. The Secretary shall conduct the assessment in a manner that allows the Secretary to better understand and prepare to counter the risks of quantum computing to national security. The report under paragraph
(1)shall include the following: An identification of national security systems that are vulnerable to current and potential threats and risks posed by quantum computing technologies. An assessment of quantum-resistant cryptographic standards, including a timeline for the development of such standards. An assessment of the feasibility of alternate quantum-resistant models. A description of any funding shortfalls in public and private efforts to develop such standards and models. Recommendations to counter the threats and risks posed by quantum computing technologies that prioritize, secure, and resource the defense of national security systems identified under subparagraph (A). During the period preceding the date on which the Secretary submits the report under subsection (a), the Secretary shall include in the quarterly briefings under section 484 of title 10, United States Code, an update on the assessment conducted under such subsection. (a)may be submitted in classified form.
