Not later than 60 days after the date of the enactment of this Act, the Secretary of State, in consultation with the Secretary of Defense, shall submit to the appropriate congressional committees a report on incidents of arbitrary detention, violence, and state-sanctioned harassment by the Government of Egypt against United States citizens and their family members who are not United States citizens, in both Egypt and in the United States. The report required by subsection
(a)shall include the following: A detailed description of such incidents in the past three years. A certification of whether such incidents constitute a pattern of acts of intimidation or harassment for purposes of a Presidential determination in accordance with section 6 of the Arms Export Control Act ( 22 U.S.C. 2756 ). A statement of the Secretary of State’s intent with regard to cancelling or suspending any letters of offer, credits, guarantees, or export licenses accorded to the Government of Egypt in accordance with the provisions of section 6 of such Act. Any other actions taken to meaningfully deter incidents of intimidation or harassment against Americans and their families by such government’s security agencies. The report required by subsection
(a)shall be submitted in unclassified form, but the portions of the report described in paragraphs (2), (3), and
(4)of subsection
(b)may contain a classified annex, so long as such annex is provided separately from the unclassified report. In this section, the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives; and the Committee on Foreign Relations and the Committee on Armed Services of the Senate.
