Congress finds the following: On April 4, 1949, the North Atlantic Treaty Organization
(NATO)was founded on the principles of democracy, individual liberty, and the rule of law with the aim of promoting collective security through collective defense. NATO has been the most successful military alliance in history and, for over seven decades, an example of successful political cooperation. NATO’s commitment to collective defense is essential to deter security threat against its members. NATO strengthens the security of the United States by enabling United States forces to work by, with, and through a network of committed, interoperable allies. NATO solidarity sends a clear collective message to Russia that members of the alliance will not tolerate aggressive acts that threaten their security and sovereignty. In response to changing national security threats, NATO continues to adapt to take on new dynamics such as terrorism, hybrid warfare, the spread of weapons of mass destruction, and cyber attacks. It is the sense of Congress that— the United States reaffirms its commitment to the North Atlantic Treaty Organization as the foundation of transatlantic security and defense , including Article V of the North Atlantic Treaty; and NATO plays a critical role in preserving peace and stability in the transatlantic region.
