Subsection
(b)of section 2202 of the Homeland Security Act of 2002 ( 6 U.S.C. 652 ) is amended by— redesignating paragraph
(2)as paragraph (3); and inserting after paragraph
(1)the following new paragraph: The Director shall be appointed from among individuals who have— extensive knowledge in at least two of the areas specified in subparagraph (B); and not fewer than five years of demonstrated experience in efforts to foster coordination and collaboration between the Federal Government, the private sector, and other entities on issues related to cybersecurity, infrastructure security, or security risk management. The areas specified in this subparagraph are the following: Cybersecurity. Infrastructure security. Security risk management. . Subchapter II of chapter 53 of title 5, United States Code, is amended— in section 5313, by inserting after Administrator of the Transportation Security Administration. the following: Director, Cybersecurity and Infrastructure Security Agency. ; and in section 5314, by striking Director, Cybersecurity and Infrastructure Security Agency. . Section 2203 of the Homeland Security Act of 2002 ( 6 U.S.C. 653 ) is amended— in subsection (a)— in paragraph (2)— in the heading, by striking and inserting Assistant Director.— ; and Executive Assistant Director.— in the matter preceding subparagraph (A)— by striking Assistant Director for Cybersecurity and inserting Executive Assistant Director for Cybersecurity ; and by striking the ; and Assistant Director and inserting the Executive Assistant Director in paragraph (3)— by inserting or Assistant Director for Cybersecurity after Assistant Secretary for Cybersecurity and Communications ; and by striking Assistant Director for Cybersecurity. and inserting Executive Assistant Director for Cybersecurity. ; and in subsection (b), in the matter preceding paragraph (1), by striking Assistant Director and inserting Executive Assistant Director . The individual serving as the Assistant Director for Cybersecurity of the Cybersecurity and Infrastructure Security Agency of the Department of Homeland Security on the day before the date of enactment of this Act may serve as the Executive Assistant Director for Cybersecurity on and after that date without the need for renomination or reappointment. Section 2204 of the Homeland Security Act of 2002 ( 6 U.S.C. 654 ) is amended— in subsection (a)— in paragraph (2)— in the heading, by striking and inserting Assistant Director.— ; and Executive Assistant Director.— in the matter preceding subparagraph (A)— by striking Assistant Director for Infrastructure Security and inserting Executive Assistant Director for Infrastructure Security ; and by striking the ; and Assistant Director and inserting the Executive Assistant Director in paragraph (3)— by inserting or Assistant Director for Infrastructure Security after Assistant Secretary for Infrastructure Protection ; and by striking Assistant Director for Infrastructure Security. and inserting Executive Assistant Director for Infrastructure Security. ; and in subsection (b), by striking Assistant Director in the matter preceding paragraph

The individual serving as the Assistant Director for Infrastructure Security of the Cybersecurity and Infrastructure Security Agency of the Department of Homeland Security on the day before the date of enactment of this Act may serve as the Executive Assistant Director for Infrastructure Security on and after that date without the need for renomination or reappointment. Section 1801 of the Homeland Security Act of 2002 ( 6 U.S.C. 571 ) is amended— in subsection (b)— in the heading, by striking and inserting Assistant Director.— ; Executive Assistant Director.— in the first sentence, by striking Assistant Director for Emergency Communications. and inserting Executive Assistant Director for Emergency Communications (in this section referred to as the ; and Executive Assistant Director ). in the second and third sentences, by striking Assistant Director both places such term appears and inserting Executive Assistant Director ; and in subsection (c), in the matter preceding paragraph (1), by striking Assistant Director for Emergency Communications and inserting Executive Assistant Director ; in subsection (d), in the matter preceding paragraph (1), by striking Assistant Director for Emergency Communications and inserting Executive Assistant Director ; in subsection (e), in the matter preceding paragraph (1), by striking Assistant Director for Emergency Communications and inserting Executive Assistant Director ; and by adding at the end the following new subsection: Any reference to the Assistant Director for Emergency Communications in any law, regulation, map, document, record, or other paper of the United States shall be deemed to be a reference to the Executive Assistant Director for Emergency Communications. . The individual serving as the Assistant Director for Emergency Communications of the Department of Homeland Security on the day before the date of enactment of this Act may serve as the Executive Assistant Director for Emergency Communications on and after that date.
