It is the sense of Congress that, due to the unique mission of the United States Merchant Marine Academy, it is highly desirable that the Superintendent of the Academy be a graduate of the Academy in good standing and have attained an unlimited merchant marine officer’s license. Section 51301(c)(2) of title 46, United States Code, is amended— in subparagraph (A)(i), by inserting after attained the following the rank of Captain, Chief Mate, or Chief Engineer in the merchant marine of the United States, or ; and in subparagraphs (B)(i)(I) and (C)(i), by inserting merchant marine, before Navy, .
