Section 230 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ; 10 U.S.C. 2358 note) is amended— by striking subsection (h); by redesignating subsections
(e)through
(g)as subsections
(f)through (h), respectively; by inserting after subsection
(d)the following new subsection: The Under Secretary shall establish a mechanism to seek advice from existing Federal advisory committees on matters relating to— the implementation and prioritization of activities established under subsection (a); and determining how such activities may be used to support the overall technology strategy of the Department of Defense. In this subsection, the term existing Federal advisory committee means an advisory committee that— is established pursuant to a provision of Federal law other than this section; and has responsibilities relevant to the activities established under subsection (a), as determined by the Under Secretary. ; and in paragraph
(1)of subsection
(g)(as so redesignated) by striking strengthening manufacturing in the defense industrial base and inserting strengthening the defense industrial and innovation base . Not later than April 1, 2021, the Under Secretary of Defense for Research and Engineering shall submit to the congressional defense committees a plan that describes— the mechanism the Under Secretary will use to seek advice from existing Federal advisory committees as required under section 230(e) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ; 10 U.S.C. 2358 note) (as added by subsection
(a)of this section); and the expected roles and responsibilities of such committees with respect to advising the Under Secretary on the activities established under section 230 of such Act. Section 1711 of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 10 U.S.C. 2505 note) is amended— in the section heading, by striking and inserting manufacturing in the defense industrial base ; the defense industrial and innovation base in subsection (a)— in the matter preceding paragraph (1), by inserting and the defense innovation base after industrial base ; in paragraph (1), by inserting development, prototyping, and manufacturing before production ; and in paragraph (2), by striking manufacturing and production and inserting development, prototyping, and manufacturing ; in subsection (b)— by redesignating paragraph
(2)as paragraph (3); and by inserting after paragraph
(1)the following new paragraph: Section 230 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ; 10 U.S.C. 2358 note). ; in subsection (c)— in paragraph (1), by striking manufacturing and production and inserting development, prototyping, and manufacturing ; in paragraph (3), by striking manufacturing and production ; in paragraph (4), by striking manufacturers and inserting companies ; and in paragraph (5), by striking manufacturers and inserting companies ; in subsection (d), by striking the date that is four years after the date of the enactment of this Act and inserting December 31, 2026 ; and in subsection (e), by striking January 31, 2022 and inserting January 31, 2027 .
