Section 1209 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3451) is amended— in the section heading, by striking and inserting the vetted Syrian opposition ; and vetted Syrian groups and individuals in subsection (a), by striking December 31, 2020 and inserting December 31, 2021 . Subsection (b)(2)(A) of such section is amended— by striking 10-percent and inserting 25-percent ; and by striking fiscal year 2019 or fiscal year 2020 and inserting fiscal year 2019, fiscal year 2020, or fiscal year 2021 .
Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall certify to the congressional defense committees, the Committee on Foreign Relations of the Senate, and the Committee on Foreign Affairs of the House of Representatives that no United States military forces are being used or have been used for the extraction, transport, transfer, or sale of oil from Syria.
