Subsection
(a)of section 1202 of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 131 Stat. 1639) is amended by striking $10,000,000 and inserting $15,000,000 . Subsection (d)(2) of such section is amended— by redesignating subparagraph
(E)as subparagraph (G); by inserting after subparagraph
(D)the following: A description of steps taken to ensure the support is consistent with other United States national security interests, including issues related to human rights. A description of steps taken to ensure that the recipients of the support have not engaged in human rights violations, to include the conduct of periodic reviews as a means to investigate allegations of violations and processes and procedures to modify support in case of credible reports of violations. ; and in clause
(i)of subparagraph (G), as redesignated, to read as follows: An introduction of United States Armed Forces (including as such term is defined in section 8(c) of the War Powers Resolution ( 50 U.S.C. 1547(c) )) into hostilities, or into situations where hostilities are clearly indicated by the circumstances, without specific statutory authorization within the meaning of section 5(b) of such Resolution ( 50 U.S.C. 1544(b) ). . Subsection (f)(2) of such section is amended by striking of section 5(b) .
