Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall include in the covered surveys a question regarding whether a member of an Armed Force under the jurisdiction of the Secretary of a military department would be more willing to report a sexual assault if prosecution decisions were made by lawyers and not commanders.
